Basically, when a new announcements topic is made, notify everyone about it in messages. They can disable the notifications in account settings if they don't want to get them.

Support: This would help people stay informed of the Scratch News better since they would be able to easily read the latest Scratch News issue through being notified in their message inbox

In that case I don't see any problems with this, and it seems easy to implement

It would have to show at the very top, since some people get tons of messages. But for the people who barely get any messages, it might be an annoyance and pretty disappointing when checking the messages. Imagine coming back to your Scratch account after many years and seeing 100 messages, but it's all announcements.

Either way, announcements show up on the front page. Why send a message as well?

Announcements are made sparingly so this won't be a problem.
