You will get it automatically if you meet all the requirements, but it can take longer than usual because Scratch currently has some issues with the servers.

are any of the requirements known exactly? from experience, you need at least 1 weighted project (a project with a substantial amount of scripts, sprites, etc to fulfill an objective) and at least 2 weeks, but that isn't the same experience for everyone.
