I know that you need to have been on scratch for at least two weeks, shared at least two projects and be pretty active but I meet those requirements and some people who meet those requirements become scratchers faster than others so what are the exact conditions that need to be met in order to become a scratcher

afaik, there’s not a list of official requirements but here’s what seems to be the case

1-2 projects shared
active for atleast 2 weeks

also, alerts/mutes/blocks might slow down the process but I’m not sure

It's possible that the time thing is randomized somewhat as well.

There isn't an official list of actual requirements, but to become a Scratcher, you must:

Be on Scratch for at least 2 weeks.
Have at least 2 projects shared.
Love or favorite at least 5 projects.
Stay within the Community Guidelines.
Be moderately active on Scratch.

These requirements will most likely get you to become a Scratcher.
When you can become a scratcher, click the “Become a Scratcher!” button on your profile.

Most Scratch Team members don't even know. In particular, I don't know any specific requirements. Sharing projects and being active for at least (but not necessarily exactly) 2 weeks are the only requirements I'm aware of.
