I've asked this question to myself before my break.. and I'm wondering if mentioning a game rated M, PEGI 16 or 18 or any age rating for games meant for the older demographic is allowed.

i thought anything over pegi 7/pg wasnt allowed to be mentioned

Yes, You can mention or make projects about M-rated video games as long as you keep your descriptions and depictions scratch-appropriate.

I'm making a game called Avero_X: Breaking Point that will be M Rated but not much swearing.

Yes, you can mention M-Rated games on Scratch, but you cannot make an M-Rated game, Scratch is meant for all ages. Just be careful there are little kids on this site.
