I support, as adding more password restrictions would help get younger children into the habit of creating better, stronger passwords. And I mean, it's good to get them started making better passwords early as they're going to need to make larger passwords in the future when they move on and go to other websites

I can't say that “8 characters and at least one digit” is a good idea. It actually lowers the number of possible 8 character long passwords, and therefore makes it easier to guess, especially for a computer attempting a brute-force attack. It also leads to more people having the same password, which isn't a good thing.
Similarly, websites that require things like “the first character of your password must be a capital letter” is a stupid move, since, assuming that only alphanumeric characters are allowed in the password, you essentially cut out 36 possible characters for an attacker to guess, and leave 26.
