For the whole month and maybe longer Scratch has constantly been having problems with their servers. Is this going to be fixed in their downtime on July 14th? Why is this happening?

Although Scratch had separated into its own thing (Scratch Foundation), the site still is under the MIT domain, and something's going wonky on the MIT side and our engineers are currently poking at them to go and look into whatever is causing the lag.
