I understand, you mean once you put “layer 2” In front of “Layer1” completely covering it in vector you won't be able to move “layer1” unless you move “layer2”
you can't select an entire “layer” to reposition it.
it is really frustrating, but unfortunately, you can see those kids lacking intelligence who replied to you, they are the reason why scratch won't implement this feature (or any good features)
so my advice is to get a real vector art program already (like adobe illustrator) if you can't afford it then pirate like everyone else does.

we KNOW what are you talking about. We’re just telling you a different kind of layering exist and you just can’t find it and scream at other people’s faces that there isn’t
Do we need to screenshot it and draw a big circle over it?

No we don't, it is literally a weird, ugly mix between 2.0 and “3.0”.
wanna proof ? look at the top (purple) bar, if you are not using any adds, you will clearly see it is the 2.0 bar, the whole forums UI is still stuck in 2.0, the same goes for profile pages.
it says 3.0 but it doesn't mean it is 3.0.

ST have announced that 3.0 was here before I joined. I don't know anything about the 2.0 UI.

Anyways,,
Since vector has a type of layer system, maybe make the layers visible like how it is in most art apps, and make them rearrangable in that section where you can see the layers?

I think that’s what they’re suggesting, people are just pointing out a type of layering exist in vector
