A 2.0 offline editor for Chrome OS, Chromebook, and stuff like that:

I don’t think chromebooks can run SWF files anymore. Also the download link is broken, it says I don’t have access.

They can't.

Also, Chromebooks are Linux machines pretending to be android tablets with keyboards and computer mice pretending to be Google Chrome with direct hardware access. You can just download the Scratch App from the Google Play Store- visit the Download page and click “ChromeOS” for instructions.

I've tried that, it works. You don't, however, get Scratch 2.0- look at the project linked above.

I'm not sure if it works, but if you somehow can, try using the .air file (which was intended for Linux and older Mac versions). If you have extensions, you can partially use the Scratch 2.0 online editor as well, but not everything will work because 2.0 used AS3.
