Add "Impersonating other scratcher" to list of why to report someone

How would this be proved? There would also have to be a textbox where you have to explain :

- Who the user is impersonating
- What your evidence is

Well just make sure the ST actually knows if they ARE, in fact, trying to impersonate someone

So if I created an account called @ImmortalJellyAlt and claimed it was your alt. You could report the comments that said that, and it would still seem like an accidental report, because it would look like it was really your alt.
Um, if @ImmortalJelly13 specifically says @ImmortalJellyAlt isn't their alt, then it might not seem like that
