this is a website for kids! gratitude and respect towards others is always a rule!
4. Don't take everything someone says as canon.
people sometimes like to make fan-lore, and so do I! but you should mark ideas as fan-lore so new people don't get confused.

(italy and france are the tech designs for vega)

Probably around 1903 - 1907
Earliest canon use is 1908 (Blackton, Cetus and Corvus)
Orion likely used them in the grease wars, (1902 - 1905)
It would take at least a few years for the smallest nations to start using them
Orion mainly didn't use them over pith helmets because it's hot in a huge desert with giant oil fires
