Take snapshot with webcam
What would it do?
The block would make a new sprite that is based on the current image in the webcam.

That's a good idea, but how about new COSTUME of the sprite that the “capture video” block was ran in.
Example:
If this is the code for a sprite called Sprite1:
when flag clicked
turn video on
capture video as “Costume2222”
then a new costume (which is the picture) would be added to “Sprite1” named “Costume2222”
If there's already a Costume2222, it will delete it and replace it with the new one. With this, I could make a video taking system and maybe… a video sending system in scratch!

You mean creating a new costume using the webcam's image? Absolutely no support. What if it took a snapshot without the viewer's permission? This could be easily misused by trolls.

I'm sure that many people wouldn't want other people taking their picture without them knowing.

Let's be realistic- the way to go(in my opinion) would be to stamp the camera to the ink layer with one block. Simply, “stamp camera snapshot.”
That way you don't have a stray sprite or costume or whatever, and it has to get through camera permissions first.
Actually, this isn't my idea- it was suggested by someone else.

Find a way around posting photos wits no permission, and I support.

But what about screenshoting people's faces??! This meant it spoiles privacy! No!
I don't want anyone to see how my face is!

I don't see this is the “Commonly suggested” post, so I figured I would suggest it.
I see this asked a lot in the help with scripts forum (one that I frequent) and I feel like there isn't any reason not to add it. it would be either take a snapshot then display it, or take a freeze frame from the video camera. I think a
One other alternative is a block that takes a screenshot of the stage. This could then have the same block for displaying the last taken picture.
It could also have the option of setting a costume to the screenshot, like this:

Display last pictureblock would go along with this.

Set costume [Costume #] to last taken picture

I don't think this would be a good idea because of privacy issues. I don't really see the purpose in it either.

How is this a privacy issue and the regular webcam not? And anyways, they probably wouldn't add any way for them to go anywhere except to a temporary costume

Maybe you can make a block which takes a photo, then asks for you to save it to your computer? That would be cool.

Definitely. I don't support this. Clever, but needs a lot of polishing.

No support, because it'd be possible to take a photo of someone without their permission and it's also possible to save pictures in cloud variables.

turn video [pause v]
No support, because it'd be possible to take a photo of someone without their permission and it's also possible to save pictures in cloud variables. This may be possible already if you have clones and great programming skills.
