Change the project requirements for scratcher (read OP)
Overall, i think that the 2 projects reqirement is unfair. Because if someone doesn't make projects or makes really high quailty ones and can only share ones every few weeks, this would make them not get scratcher.
So, my suggestion is if you don't have projects, you're invited after a month if you meet all the requirements except the projects, rather than never until you share 2.

scratcher rank isn't necessary, and ST have shown that they don't want to make it easier to be scratcher:
In addition to being a barrier to spammers, there's one other reason for the New Scratcher restrictions that hasn't really been touched on - and that's to make it more difficult for people to spawn new accounts. We actually want people to feel invested in their accounts so that they won't be inclined to make a bunch of other accounts - which is confusing to the community and adds additional work to the moderators.
So making it easier to make more accounts is not really something we want to encourage

Then this would also eliminate all other requirements that there are to become a Scratcher, so trolls could just create a million accounts, wait a month, and troll without the New Scratcher limitations (so they could post inappropriate images on the forums). you're invited after a month rather than never until you share 2.

The intended purpose of Scratch is to make projects. The intended purpose of getting a Scratch account is to share those projects. It makes sense that sharing projects is part of the requirement to become a Scratcher.
If someone really wants to, they can just share a couple of “simple” projects and that would be enough.

Yeah, but what if someone is making really advanced projects and doesn't want to put simple ones on there. The intended purpose of Scratch is to make projects. The intended purpose of getting a Scratch account is to share those projects. It makes sense that sharing projects is part of the requirement to become a Scratcher.

I get wanting to make larger project but why would it be an issue make a simple project? Someone would seriously rather have ST lower requirements for scratcher (thus increasing spam on the site) role than to share 2 smaller projects??? To be fair, sharing projects takes effort. Granted, it's not much effort, but it is just a few clicks. A New Scratcher is probably not going to make “high-quality” - which I take to mean advanced - projects. If the account is an alt, they already know how to make projects, and will likely not put their utmost effort into the alt's projects; they might with their main account though.
I think you might be forgetting that two projects is not that many. A user can simply make a banner or chat room as a project, and maybe a projct about them, describing their hobbies, favourite foods, books or movies they like, etc.
It already does take weeks to gain the Scratcher rank.
