You can always use contact us and explain to the ST that there was been a mistake. It may be possible for you to have gotten hacked. Did you fall for the project creator website and put your scratch password on a website? It's important to understand that the ST can make mistakes. We are all human.

In the future, never share your password to anyone, and don't put your Scratch password into any website that is not scratch.mit.edu.

Did you send it through Contact Us? It usually takes a few days for them to respond (the automatic response doesn't count).

Appeals usually take a while to get a response; last I checked, several weeks is the norm. Patience is required…

Also, being on scratch when another account linked to you email is banned is considered ban evasion. As per Scratch Wiki,
Do not create alternate accounts (or use any alternate accounts you already have) to get around bans. This will make you seem less trustworthy to the Scratch Team and they will likely extend the time of the original ban.

However, if the user's account was hacked, I don't think the ST will consider it ban evasion, or at least won't take action against them. It's not that it's against the rules, it's because it's not the user's fault.
