Probably a copy, possibly used for scamming people. Don't enter your login details into there- they might be used to break into your account.

This is my forum signature! On a forum post, it is okay for Scratchers to advertise in their forum signature. The signature is the stuff that shows up below the horizontal line on the post. It will show up on every post I make. (Credits to Za-Chary) My signature thankfully hasn't been eaten by an evil kumquat yet, so I hope it remains that way. My 100th post!! Be sure to follow after watching my animations!!
Please note that I may sometimes give out incorrect information.

I explored the website on a sandbox, the only thing that I found weird where the default scratch picture are remplaced by an image not found symbol, I used to do scambaiting, normally scammer don’t go to that extend to copy a website, if it was for stealing credentials they would just copy the logging screen, this is a fully working version of the scratch website which is odd. Some time scammers do copy website but they usually just download the htm (for example: impersonating download websites)., which would make the website broken, this one has everything working.Highly doubt it, they wouldn't use that sketchy of an URL. Although that does mean that it probably isn't an official Scratch website. Could also be a Scratch mod that was never completed, or a site being used to test what Scratch can do. Still, though, don't enter any login info. Not a site I've ever heard of. Not that that proves anything.

They copied the scratch frontend
https://github.com/scratchfoundation/scratch-www
The site doesn't work since it tries to use the scratch api which has a cors policy.
