I was going to get the Windows version of Scratch 1.4 and it said this.

Is the Scratch 1.4 downloader safe?

It's a scratch domain, so the download is likely safe. The security certificate for the website expired, so it's no longer HTTPS. Without the certificate, it's easier for attackers to steal data, which is why there's a warning.

It is indeed safe. If you need to download the Scratch 1.4 offline editor, you can use the Play Store, App Store, or on most devices with their application installer.

All of these answers are good but scattered. All of scratch is on HTTPS. It's the standard and HTTP S-less is considered sketch nowadays. The 1.4 download is safe, it just wasn't renewed. It may not be renewed again, just because it costs money (i think).

That happened to me if i want to play games like slither.io. Mine is a school computer.

It shows that because the part of the Scratch website where the 2.0 and 1.x files are hosted's certificate recently expired

Microsoft store installs basically bypass that security message. If it was the same files but from a non-Microsoft source it would open the security message.

This is the standard popup that Windows shows you whenever a program needs administrator access to your computer.
Many installers do this, as installing programs for all users requires special permissions.

The warning message is vague because Windows is unable to detect what the program is trying to do.
It could be installing a program, changing system settings, or any number of things.

Whether or not you should accept the prompt depends on:
  • if you know and trust the program and the people who created it
  • if you know why the program is requesting administrator privileges
And in this case, Scratch is a trusted program, and it needs these permissions to install properly.
You can safely click “Yes” on this prompt and Scratch will install just fine.
