I try contacting scratch for stuff and they take so long, I have seen worst wait time though. But once I got a respond in like an hour and some time it take a month, why so inconsistent?
Would it be possible for the scratch team to have a live chat on the support page?

My only guess as to why they can't respond to everyone quickly is due to either prioritization, or Scratch's moderation being underequipped

Not moderation, per se — the people who work at Contact Us are not the same people who are moderators. The main reason why response times are often slow is simply because the Scratch Team gets a lot of emails. Of course, some messages are more urgent and so they may get priority over others.

Alot of companies have life chat, some time like under 10 people working for live chat, maybe to avoid spam it could be locked to scratchers?
Also I report stuff to bunch of other company, (i report scams and such to companies) it was really slow because of vacation I think? Less people at the office. Now it starting to go back faster, but scratch support is still slow, is there a possibility they don’t even reply?

This doesn't mean that Scratch has the ability to do so. Scratch has a relatively small team compared to other companies which use live chat.

Scratch support has never really been super fast. Usually when I write to Contact Us, I get a response after about 2 weeks.

Its Probebly because they have a Million other emails so they cant get to yours or smth
