It means too short, didn't read.
3.3 You agree to comply with all applicable laws and regulations when you use Scratch. You may not use Scratch in any unlawful way, including to harass, stalk, or defame any other person.
Censoring isn't defaming or stalking and “and unlawful way” isn't banning censoring, unless is says somewhere else that I didn't read. Depending on the use, it can be harassing but in my case it's not.
I really hope this is what you're talking about, otherwise this will be embarrassing.

I was looking at the picture you posted. I never actually read all of those rules…. :]
According to that picture rule 3.3 is: “Contains foul language or personal attacks.”

Depends on the usage. We usually censor if the word is obvious to figure out or used as a way to cheat the filter to attack another user. I think you know the question already.

Is swearing/cussing/cursing allowed if it's censored and the real word is not actually used?

I'm not trying to use swear words to be offensive actually. It's more like how people swear when someone gets shot in the head. Less anger, more panic like XD so I gave the wrong example there. By the way, that's a really cute profile picture you have there. Just want you to know.

No offense, but I always found that profile pic to be really creepy. It just blinks every once in a while like it's alive.

Of course it isn't. The person is in the logo, and the logo is alive. How else would it move?

Ok.Wait, now that I re-read the question, if you censor and don't use the real word, are you doing stuff like “$^#$#@” this. If you are, that's totally fine.Nope - those aren't ok. Since this is a kids website, anything that is not suitable for any age is not ok. Using symbols to replace swear words is still considered swearing, which is not allowed. Would ******* also be ok?
