They wouldn't be able to start it as Scratch runs off of Donations. They cannot simply start making some Cartoon. They'd lose all their finance and go bankrupt, effectively shutting down Scratch as a website.

There could be one way to get an official Scratch movie: the ST could hit up the animator community to create it for free (Or for a special status or smth). They'd probably be happy to.

Making the movie could be fine. I highly doubt Scratch will bother doing so though. In Scratch it's very hard to coordinate such a project, people will have to meet up in real life which would be an instant no for the ST. It would be pretty cool seeing a movie like that though, but it would have to be animated with real software, not Scratch. And if it's like 20 minutes so it can be made in Scratch I feel like everyone is gonna be disappointed.
