If The Hacker Is Stealing Someones Username, Then Click The Report Button On the Profile And Select “Username”, then If You Click Ok, Then The Report Will Be Send To The St(Scratch Team)

Just reporting the username won't do anything. I'd recommend contacting the Scratch Team via this page: https://scratch.mit.edu/contact-us/ . Getting a response might take a while, though.

Please give more context on what you mean by “Stealing usernames”. Are they hacking other's accounts? Are they using a capital “i” instead of an “l” or vise-versa to impersonate someone?

Also you can't ban them, The ST can only ban accounts. Instead, you're supposed to report them to the ST by clicking the report button under their “What I've been doing” or contact the ST at https://scratch.mit.edu/contact-us/.

If there's a conflict of someone claiming to be someone else, contact the ST as they know the IP address of everyone.
