How do you make a scrolling and movable 1st person perspective view (camera pan) on Scratch?

I mean a view which you can hold and drag and pan the camera, zoom in, zoom out, as in 1st person, similarly how it is on Roblox (Doors, for better reference).?

I shall drebar thouye more info for clarite

Wella, i mean not necessarily for 3D, but yeah mostly that feature is found in 3D Games.
