Would this be against Terms of Use?

Although it's not malicious, I believe that this code might break the ToU.

when I receive [message v]
forever
reset timer
end

when [timer v] > (0)
broadcast [message v]

It basically prevents the user from pressing the red flag.

I need anyone's opinion on this or if anyone has had trouble using anything similar.

At this time, I am not aware of any rules which state that you cannot prevent users from pressing the “red flag.” There are many projects out there that use scripts to make things happen when you press the “red flag,” but the Scratch Team generally does not take down these projects for doing so.

This is my forum signature! On a forum post, it is okay for Scratchers to advertise in their forum signature. The signature is the stuff that shows up below the horizontal line on the post. It will show up on every post I make.

I was worried because it said that I can't prevent a user from accessing anything on the website.

You agree not to use Scratch in any way intended to disrupt the service, gain unauthorized access to the service, or interfere with any other user's ability to use the service.

Good catch — I wonder if that means that such projects are against the Terms of Use. Regardless, I can at least say that projects which make things happen upon clicking the stop sign are not usually removed by the Scratch Team.
