How do I get a picture under my comment like yours? Can I do it on my normal comments on people's profile too?

You can put pictures in your forum signature, but it requires an image host and I’m not quite sure how to set that up. You can’t put pictures in normal comments, but you can put scratch emojis like _meow_ _gobo_ _taco_ _pizza_

Ok first, welcome to scratch

For pictures on your signature you need <embed> links to pictures.

And to get a signature go to the main discuss page scroll almost all the way down
and then press the (change signature) text.

You can't. No offense, but the scratch system doesn't allow new scratchers like you to post images.
