Try importing the gif as a sprite.

scratch doesn't order gif frames unless the existing sprite has no costumes or you import it as a sprite

Yeah, this is a known issue… If you have a lot of time, you can re-order them, but it's very hard and not efficient.

Yeah, this is a known issue… If you have a lot of time, you can re-order them, but it's very hard and not efficient.
Just convert the .gif file into a series of image files and import that. (Example: .GIF to .JPG)

You don't have to. Just download it as a zip and convert to a normal folder, or try a different JPG to GIF, that one provided was just the quickest example I could provide.
