What does tag spamming do?

I have seen a lot of complaints about tag spamming, and have been wondering a question.
1. What does it actually do? Isn't it just the same as putting 1 tag of that category?
2. I know that putting unrelated tags isn't allowed, but what if you just put the same tag a lot? That wouldn't increase like going higher on trending right?

This is my forum signature! On a forum post, it is okay for Scratchers to advertise in their forum signature. The signature is the stuff that shows up below the horizontal line on the post. Tag spamming is just a glitch in how the indexer works, and makes it so that the more of the tag you put, the higher up on the page it is. It isn't allowed as it goes against the Terms of Use, so you should report any projects with tag spam if you see them.

Not sure this has ever been verified - but it is a popular theory.
