I think it means reported without actually needing to be reported… or something along those lines.

Mass Reported meaning

Being mass reported means being “mass” short for massively, reported. In scratch, after a certain amount of reports, a project will automatically get taken down. Mass reporters abuse this, and report a project a lot to take it down, even without a reason.

Mass Reported meaning

Usually “mass reported” refers to the feature where a Scratch project will be automatically removed once it has been reported enough times. This is done to help prevent potentially inappropriate projects from being seen by more people.

Many Scratchers believe that cases of “mass reporting” are a result of abuse or coordinated attacks. While I don't doubt that some of them are, most cases of “mass reporting” in my experience are not done in this manner.

Nor was the essay intended for that purpose. The essay was intended to clear up misconceptions about mass reporting, not to deny its existence.

The misconceptions that I call out, summarized here:
  • You can be permanently banned due to mass reporting (the actual bans are very short and lifted as soon as a Scratch Team member reviews the reports)
  • Everyone who says their project was taken down to mass reporting is actually telling the truth (while in reality many users are either mistaken or outright lying to gain sympathy; I also have seen a number of cases where users post a screenshot that clearly indicates a human Scratch Team member took town their project but still claim mass reporting)
  • The Scratch Team doesn't do anything about mass reporting (they already view every report and remove any automatic bans and project removals if there was nothing wrong with the project, and they also will take action against people who abuse reporting)
