is it okay to upload projects with cuss words
Scratch is for ages 8 and up (Actually, skibidi toilets people of all ages can join.), so it's important that your projects are appropriate for a young audience.

Everything shared in our community should be appropriate for all ages. Any content that requires a disclaimer or warning isn't aligned with this philosophy and would not be suitable for Scratch. If a warning is needed, it is probably not appropriate for Scratch.

Do note that this depends on what you consider cuss words. For example, words such as d amn, and h ell is allowed, but only if used in an appropriate way (so yes “d amn thats so cool”, but no “d amn u bad”)

Uh, no. I don't see how you'd think swearing like a sailor on a website full of 3rd graders would be appropriate. If something is filtered on the main site, it's best you don't try to dodge that by including it in a project anyway. Also: Content warnings will do nothing in the eyes of the Scratch Team.

It really depends on what you consider to be a “cuss word” and its context.
For example, words like heck, dang, and crud (all of which I personally don't consider cussing) are allowed. Hell, even words like frick and * are allowed!! But if you decide to use them, you should only use them in a non-negative and harmless way. (example: see how I started the previous sentence).
tl;dr: dont use them in a bad way

I also wondered where the line was on “mature language”. When I was curator of the previous SDS studio I rejected a couple of projects because they used “*” in the project or description. Of course one author just reposted their add request the next day and another curator added it but the other author did take my suggestion and reworded the project description.
Wikipedia says “ The vulgarity of * is a contentious topic, with many considering it to be a swear word while others do not.”
My thinking was that any project that shows up on the front page should not have any “mature language” and all projects in an SDS studio are displayed randomly on the front page.
There is also this guideline from the FNAF announcement (https://scratch.mit.edu/discuss/topic/168506/)
The Scratch team always has the option of marking a project as NFE which leaves the project shared but with restrictions.
I guess the question is how important is it to your project to use words that an 8-year-old might not be allowed to use.

Which elements are considered inappropriate according to the Scratch Community Guidelines?(emphasis mine).
Graphic Content: Depictions or audio that emulate weapons, gore, or violence.
Intense Themes: Serious or scary topics.
Vulgarity: Disrespectful or mature language.
