I agree. Tooltip is great for non-cluttering things and I think most people hover their mouse over a logo or link to see what happens.

Support for the tooltip. Semi-support for the logo along with the motto. Unless you have a good image sizing tool to fix the squish problem.

Anyway, my first question about this suggestion is where it would appear. The Scratch logo in the top left corner is small enough to where adding extra text would make it a bit cramped and hard to read. Is there anywhere on the website that features a much larger Scratch logo that could be a good spot for this suggestion?

It does look quite cramped with my mockup: (this took forever because I had to recolor the original mockup idea posted on this topic, then code it into the homepage)

This would take your attention away, so it's not a good thing. It could be a tooltip or another hover effect.
