Add the ability for any manager of a studio to close/open comments

Hosts cannot even delete comments that aren't their own; even if they did, a disrespectful comment should be reported, not deleted.

That being said, if @ScratchyM7 doesn't want managers to turn off comments, then they can turn off the ability for managers to close comments.

But the potential abuse would be a lot more minor than what current managers can do (remove every curator and manager in the studio). Besides this could (and probably should) be an optional feature.

Deleting comments might be fine, but closing comments is a little extreme.

How? The host (or another manager) can just turn them back on.

this would be useful because i'm not normally active on weekends so if i'm away and MeowMi Graphic Novels has to go into levels 3-5 safety procedures i can have @HurricaneMitch1998M or @Kermitstrangerthings (2 trusted managers) close the comments

and because we got raided on a sunday

Support. As a member of said studio a lot of stuff happens while the host is offline and comments cannot be closed so i hope this gets implemented
