Support! I would like to use an effect block that has a neon based color effect on a separate sprite, that would be cool and very creative.

If this is not added, you can use a clone for glowing and use the color block for the glow and size the clone accordingly for any size changes to the original sprite/costume. However, I would like to see this added!
Alternatively, you could just make a costume itself for each costume in a sprite so it can have a glow effect, but that removes the functionality for glow intensity (it will always be at the set-in-stone intensity because it is built into the image).

If there's an option to set the glow color, I think the glow effect should have it's own block, so newer users aren't confused as to why there's a block that does seemingly nothing, they might not know about effect dropdowns beforehand.

Ok, support, but also just use a circle that fades out to nothingness and spam them behind the sprite. I use those a lot for many things, but glow effect would be cool
