I know the song used in this project, the word isn’t being used to insult anyone, it’s used in a lighthearted way.
In the context of the song, the singer is using the word baka to refer to themselves, saying they’re an idiot (lightheartedly) for really liking the Internet/computers. It’s just a silly song about girls who like computers, it’s not inappropriate at all. I listened to it a lot as a kid, and I still listen to it.
It’s basically no different than calling your friend a dummy after they do something stupid, but in a silly context.

I don't know if calling someone the word is the same as having it in a song/project, though. Back when I was a Scratch Team member I tended to remove content which featured that word, but I don't know if the Scratch Team's view these days are the same as mine from back then.

Isn't it mostly resolved? In the context of this song it's allowed, the song is completely appropriate for Scratch, it's just someone calling themself an idiot in a lighthearted manner.
If the words stupid and idiot are allowed on Scratch if you're not referring to a person as such in a rude manner, the word baka should be allowed
