(I know you need to wait 24 hours to close a topic, but I never noticed it-)

I’ve seen it before.

It's always been there at the bottom of your topics after 24 hours.

I would know, with the amount of topics I accidentally closed while trying to post on using a phone and then had to wait an hour for it to be reopened.

The “Close topic” button has existed at least since 2013, but it used to be a link instead of a button:
