It's pretty self explanatory really; Scratchers can choose other Scratchers to help them test their projects before sharing. This could be especially useful for testing projects that use cloud data as other users may not be desired when testing. Here are some concept images:

new scratchers younger than 1 week old cannot invite or accept invites.

No support. The license says that if you share a project, you have to share it with everybody. It could also be used for private messaging.

Looks like a very useful one for collabs, makes it a lot easier, rather than having to share an unfinished product then letting your testers and collaborators test it. Or sending people the file outside of Scratch. Support.
