Me to! I'm doing a complete multiplayer engine! Safe chat, movement, it has it all! BTW to check you messages without leaving your project, left click on the message icon and click ‘open in new tab’. Leave this tab up so you can reload the page and see if you have any new messages.

Yeah, I can see how the ST might have some problems with that. Which just got me wondering, is the fill-in-the-blanc technique allowed? It's not using any inappropriate words, but the meaning is the same. And how much of the word are we allowed to post? Just the first letter and then some asterisks? So many questions! It would probably be easier to just eliminate all use of an inappropriate word. (Which I see no problem with, since you can express you opinion with many word that are allowed on scratch.)
Well I know someone named Frank. I tried posting their name and asterisk-ing the inbetween letters so people wouldn't figure it out. It didn't let me post though for obvious reasons.

No support. Collaborative editing would be awesome but who's going to moderate the chats?

I support collaborative editing, but for chat, please use some other service like IRC, Skype, or Google Hangouts (and make sure you only edit with people you know)

Potato, FREEFORM chat rooms are banned in PROJECTS because people can swear. Whitelisted Word Chatrooms are OK, and this is just suggesting a built-in Scratch chat.
Builtin scratch chat would be fine. Just use the existing Bad Word Detector and a regex algorithm to siphon out phone numbers and addresses.

Of course, anyone who gets that reference is going to be mature, and thus not offended (significantly) by cursing. In my most humble of opinions, it's not about preventing anyone from slipping something through, but about making it hard enough to decypher anything slipped through that the only people who get it won't be offended.

I have built on this suggestion: opening “Help” would have a few buttons: Scratch Wiki, mini help book, and Live Chat/forum client. Mini help book is what you use today. Scratch Wiki shows the Scratch Wiki in the sidebar. Live Chat/forum client would be direct access to posting on the Help forum, with less BBCode. You could drag scripts to convert to scratchblocks2 and the project would automatically be linked. You could also get notified by a red menu bar, and helpers would be notified using a browser extension, mobile or desktop app, or floating button on Scratch.

What about live multi-player project editing with chat? And the project creator can undo things and give people permissions

It is a forums client, which uses all the rules to stop swearing and sharing contact information.

Events would be scripting, control would be sprites, looks would be costumes/backdrops, motion would be the position a sprite starts at, and
comments can be added optionally. Variables and lists would be used for default values in lists. Custom blocks would be for define blocks being created or dragged from the backpack. Gray blocks would be edits on the project name, instructions, or notes/credits, while red blocks would be for disabling/enabling comments, replying, deleting comments, and such. Finally, extension edits would be extension blocks, and accept, deny, and comment would be options.
