Normally, trolls would not think about spending over 2 weeks just to make 2 people see bad stuff, but with this, it is possible to affect alot of scratchers

Unfortunately, trolls have no problem with finding ways to exploit this.
Here's an example.
Step 1.Have a lot of accounts made.
Step 2. Wait for all accounts to become scratcher
Step 3. Have all of these accounts propose the same project to be picked in the community picks.
Step 4. Wait till the algorithm picks the project just because 20+ accounts proposed that this should be a community pick.

Unlike manipulating scratch statistics (Goes against statement 3.5 in Terms Of Use) by remixing (the user who remixed is shown, and favourites (those could be accessed by the ST) community picks are decided by an algorithm of some sort and it'll be difficult to monitor them before it gets 1000 views and disappears with no evidence that he/she exploited the system.

Another example might be this

A famous scratcher wrote:

Propose this project “some link” in the community picks so that you can gain 3 follows from me and my alts.
Because of his popularity, he could get there as many times as he could and go from there.

Based on this, it doesn't seem like a good idea to implement this if it can be exploited easily. After it's exploitation, it might no longer feature underrated scratchers , instead, it might feature scratchers who exploit this system the most.

Doesn't that happen with proposing projects to be featured?

The featuring process is decided by the ST, and you can only propose the same project twice or thrice to prevent spam, which is how the ST keeps its featured projects high quality, but the community picks is decided by an algorithm, which cannot link an influx of requests on the same project with the comment quoted above, and would result in it appearing in the community picks

This is mini feature (it does not show up on home page)

But if it doesn't show up on the home page, it doesn't reall give much of a boost to popularity, which unfortunately might make this section to be as hidden as the “Recent” page….
The mockup seemed to make me understand what you mean… But my point on the exploitation of this system still stands.

It could be decided by an algorithm, and then maybe checked by scratch team? They might not be able to do that though.

I second this. The algorithm should find a few proposals and then the ST determines if they are OK

Support, this would be a good idea for people who can't get on trending but have lots of good projects.
