Are there any paint programs similar to Scratch's built-in paint editor?
I've been thinking about making an off-site webcomic for quite a while, but can't seem to find a paint program like Scratch's. Krita is too complicated, Photopea wasn't even supposed to be a paint program in the first place, Illustrator's paid, etc.

MS paint. It's exactly like the SVE but with no SVG support.
Oh well, 1.4 had no SVG either.

Oh well, 1.4 had no SVG either.

I've been using Paint.NET for most things and can recommend it.
I think it has a good balance of features whilst not overwhelmingly complicated or heavy on your computer. There are also plugins available for it, BoltBait's plugins are a great start if you wanted to look into this side of the app.
Just one note: it's Windows only.
Edit: It might not be suitable for webcomic making, unless the style you want is the one it is capable of. Lack of brushes is a big limitation.

I've been using Paint.NET for most things and can recommend it.While I'm a fan of it, I do think it's really hard to start with paint.net if you're used to SVE or regular MS Paint as it's functionality and flow is very different from both, which is why I didn't recommend it since OP conveys they need something as simple as the SVE.

Paint.net and GIMP (short for GNU Image Manipulation Program) are both free to use. They do, however, have features that the Scratch paint editor does not have (e.g. magic select*, plugins, effects, the ability to edit image metadata), but you can ignore those.
*Scratch 2.0 did have a similar feature called “Remove Background” which worked like a magic wand/magic select tool.

Which is?Basically Sweet Bro and Hella Jeff as you said above, paint.net is more suitable for editing pictures.
IMO, the brushes are not the best but are okay for making comics and such, way better than MS Paint.

Okay, getting back on topic, I think this question is pretty much answered in the form of “just use paint.net” so I will proceed to use paint.net for my webcomic. Thank the like 4 of you who actually answered.

Nevermind, the problem has not been solved - I prefer an online tool, because an offline tool would take too slow to download with my Australian wifi

first you have to decide whether you want a vector or bitmap editor - both of those you mentioned are bitmap editor, while (in my opinion), scratch's vector editor is great. some other vector editors are (can't say due to scratch's filter - but its made by FigmaInc. its a UI design app but its got a really good vector editor), inkscape, method draw, and adobe illustrator.
honestly, why not stick to scratch's editor? you get free cloud storage, a comfortable interface and the ability to code stuff using your costumes if you feel inclined. there are browser extensions that can make the editor a little more powerful if you wish.

I sometimes use gimp or just turbowarp to change the stage size and make it bigger.
