So after 1 million tests, I have came to the conclusion that you can't start a new line with the word “rest” unless it is the first word after a tag.
For example,

[i]
XXXX
[i]

would work but:

[i]
test
XXXX
[i]

can't work. (XXXX = Rest)

The question is why do we need an in-progress suggestions list? Isn't every Scratch feature technically “in-progress” as they are constantly being updated/fixed for bugs and was once a suggestion (whether by a Scratcher or the Scratch Team)?
