You can still use Scratch 1.0 and download it, however, it depends on if you are able to run the .image file when you use it. You can also use earlier versions (See the 0.X section on the site.)

There's really no reason to download scratch 1.0 when you can download scratch 1.4 since they are exactly the same except that scratch 1.0 has more bugs.
