My contribution is a box at the top saying

PLEASE TAKE THE TIME TO READ THESE GUIDELINES. Many people break these guidelines, multiple times a day, and we do enforce these rules. You can and will get muted, and in extreme cases, banned, for breaking the community guidelines. Other than that, happy Scratching!

I'm not going to lie, it seems to work for the guidelines part, but it looks a bit “harsh” to new users.

Yes, this would work perfectly. Many people don't read the Guidelines and do random things against them because they don't know not to, and then they get banned, even though they didn't know.

good idea - it will get more people to follow the community guidelines + when you are a new scratcher i think the team should show you a button for the community guidelines at the top next to the scratch icon

not fully true. the first time you break a scratch rule you get a warning instead of a ban so it deepens if you broke the rule or not + the scratch team will remove the thing that broke the community guidelines + i think the scratch team only bans you if they don't want you on the site anymore
