Why do people like Japanese stuff on scratch nowadays?
Why do people like stuff that I don't understand? And why are the comments also things I don't understand? I need some help!

they don't. the explore page is meant to only show projects in the users language, but it's been broken for some time, and shows projects in other languages (like japanese), too

Why do people like Japanese stuff on scratch nowadays?
The Japanese community is very strong and quite big on scratch. Others who know Japanese or just like the projects also help with the popularity of Japanese projects. Understandably, Japanese projects and Japanese users will speak and write their projects and comments in Japanese.
Perhaps, if you were willing to, you could possibly attempt to learn Japanese for yourself so that it wouldn't be a problem for you.

Why do people like Japanese stuff on scratch nowadays?
You'd be surprised how popular Japanese stuff is in our culture, like anime and manga. This is especially true for children. Since this is a site with primarily children, kids will be very interested in seeing Japanese projects.
Japan actually doesn't add up to a lot of Scratch's userbase. They're in the minority, but their projects are still incredibly popular for the aforementioned reasons.

I even saw it on the front page on the loved by the community bit, not explore bit.

Scratch does have a significant amount of Japanese scratchers, although not many. The minority may like these projects, as well as a portion of English scratchers who enjoy the project itself, ignoring the language barrier. There has been several featured projects in foreign languages, possibly in an inclusive effort by the Scratch Team.

Anyways, as silverus said, there may aren't be many japanese users, so when japanese projects DO show up, they're liked alot. if you don't want to see these (for some reason?) then don't play them. theres LOTS of english projects
