Why are there so many rude people on Scratch and how to deal with them?

As for why there are so many rude people, every site on the Internet will have rude people. People aren't perfect in any way, so they'll make mistakes and be rude sometimes.

We have notified user at times for minimodding, as it can be quite rude. We would prefer if users use the report button instead of announcing it, especially if it comes to a low-level thing like a thread needing to be moved and if it's in regards to a new forum user. The Scratch website is primarily full of young kids, and seeing something like “ reported to be moved” and such can come across as being more combatative towards a newcomer than it is helpful. A person seeking help shouldn't be the place for a user to announce-flex “reporting to the mods”.

As for why there are so many rude people: that's more of a matter of perspective and action. Negative comments and actions have a habit of attracting, well, more negative comments and actions, and when users don't report fast enough, it leads to that negativity going unchecked (by which point, it would become too late for the mods to take action, resulting in the next report being slower to handle).

So the best way to deal with rude people would be to report their comments and don't feed the trolls. It's a lot easier for a mod to deal with things this way and to get rid of rude people faster.
