Warnings will not affect the scratch team's decision to take down a project, nor do they make things allowed.
And to quote,
I'd recommend against horror games, it's hard to make them allowed without removing their scary parts.
And to quote,
If a project requires a warning, it probably isn't allowed on scratch.

Jumpscares are allowed, but not gore and weapons. Also there’s a chance that scratch might hide your project from being searched.

Warnings or sans warnings, the project's fate will remain the same. (excluding special edge cases like epilepsy warnings)

Like others had said, scratch is a kid welcoming website. We dont want to scare them whatsoever.
I'd stay away from the horror topic, but having creepy music and eerie vibes is certainly okay, just nothing gory, jumpscares or guns/weapons.

Kind of. They are only allowed if there are no jumpscares or blood and gore. I've played a Super Mario horror game here before, and also a Sonic.exe game. I even have a project which is a remix of a physics experiment to make Sonic.exe chase you.

I think as long as there aren't jumpscares, blood, gore, or other questionable content you're probably fine. Creepy music/vibes is fine.
A general rule of thumb is if your project requires a warning, you shouldn't be putting on Scratch.

ive made a spin-off game off of the horror game 98xx but had minimal jumpscares, but still made it a cool game with lots of lore
so as long as there is a warning and minimal not-kid-friendly things, i think ST would most likely let it slide with an nfe.
