This is neither wanted, nor easy to implement, nor is it even useful.

1.) How would these accessories work with GIF profile pictures?
2.) The Scratch team would have to moderate every accessory to prevent inappropriate accessories, which would take extra moderators, which would require paying. Scratch is non-profit, how would they afford the extra moderators?
3.) This can literally be done by just adding a png of a hat or whatever to your pfp.

Scratch does not have an avatar system like Roblox's, so providing customization for avatars is kind of pointless and would also be weird to implement (how would you put accessories on a solid color, for example?)

just make your own character and put that here

So they mean that you can avatars like Roblox and Meta.
However, I'm not sure how this would even be possible. Would this be like your PFP? Would you be able to make an avatar with scratch and use that for your PFP? Would this replace the current PFP system? Would both be used?
