As the Scratch website is primarily made with kids in mind, this is an impractical and inconsiderate viewpoint.

As the discussion is just being unnecessarily circular at this point, there's no point in keeping the thread open. The reasons as to why there is a damper on kissing content on the Scratch website have been enumerated enough to warrant the question as sufficiently answered.
