They probably don't know the rule, since it isn't explicitly stated in the Community Guidelines (and I imagine a lot of users don't even read those).

Jokes aside, yeah it's due to a lack of knowledge that those things aren't allowed.
Spread through misinformation by people with lacking guideline knowledge.
They should really make the hidden rules more accessible(although with the announcements forum being easily available from the home screen, I guess they kind of are).

(#3)I wouldn't expect people to look for rules in the forum meant for announcements.
They should really make the hidden rules more accessible(although with the announcements forum being easily available from the home screen, I guess they kind of are).

Romance isn't bad just nothing innapropriate. scratchers are also putting blood despite it being banned, same thing with romance, they simply didn't bother to read the rules or the rules was too hard to find out/understand

True, but I doubt they'd be looking specifically for rules. Finding them by accident while exploring the mysterious new place they're in after clicking on it seems more likely.(#3)I wouldn't expect people to look for rules in the forum meant for announcements.

As far as I'm aware, blood in small and non-violent amounts are acceptable. Like a character tripping and getting a bloody knee, or a nosebleed.

Content Warnings for thingsl ike Blood, Gore, etc are not allowed, as Scratch is for all ages. The rule is if an 8 year old cant view it, don't post it. Flash warnings are allowed, it's not a age restricted thing, just a medical condition.
I'd say that if you want to make something with CW, just don't post it on scratch, record it and post it on yt or smth. But these scartchers want to post on scratch, so its not allowed. I've seen many projects with warnings in the notes and credits/instructions saying things like:
CW: BLOOD GORE ANS SWEAR WORDS NOT FOR ANYONE UNDER 14 or smth like that.
It's not allowed, check CG before trying anything that could breach the rules. Warnings for age restricted CW is not allowed, Scratch is for all ages, there are no filters for anything.
This should apply to horror games too, because tey have jumpscare warnings. Of course, they are makes as NFE (Not for Everyone) so if scratch makes a NFE tag available for everyone, the answercould change. but there is the chance that someone could advertise the project link and someone who shouldn't be allowed to view the project does so.
This happened with FNAF projects, I've seen.
Romance, on the other hand, is probably something that should be pretty restricted.
Kissing isn't allowed, as Za-Chary has said. No stab-stab or kissy-kiss. I would say that low-level kissing is allowed, things like cheek pecks and stuff, but anything full on with romance is not allowed. if an 8 year old can view it, its okay. if not, don't post it. I'm not a the scratch team, just a fellow scratcher sharing my opinion.
So, repeating myself one again, here's an answer to be safe.
Age-restricted content is NOT ALLOWED. Ever.

A blood warning could also be for people who are sensitive to blood, even with a project that just has a character falling over and scraping their knee. scary projects that tramutize kids that kids will watch and be truamutized by and not know to not watch it cuz there was no warning
or scary projects that dont tramitize kids cause they have a warning so kids wont watch it.
there going to make scary projects anyways so it will cause less harm to make warning then to not make warning

To Be on topic, most scratchers just don't know the rules. These are most common in horror games and sometimes animation memes. Horror games, obviously, have jumpscares, and most of them have bl00d and d3@th. The other thing about these horror games is that most of them are poorly made, as the creators don't know what makes a good horror game, so they just make lots of jumpscares, a bad story, chores and visual effects and share it with a warning in the description.
Animation memes get a lot of FW (flash warnings), which are allowed and encouraged if there is bright lights/flashing, but the ones with bl00d, g0r3, and even b0dy mut1l4ti0n, (censoring just to be safe), go pretty far. These definitely shouldn't be allowed on a kid's website.
Also, small tangent, I believe that tracing, art theft and recolouring shouldn't be allowed, its disrepectful and makes the original artists day worse. i don't care if Scratch CG says that its creativity and sharing a project allowed people to do so, is one the most DISREPECTFUL things I've seen people do. I get that people like the art, but that doesn't mean you can just take it and say it's yours, it's their hard work, they earned the attention. If you did something like that on deviantart, you would get a reputation.
Back on topic, CW should be restricted to things like FW, minor bl00d warnings, loud/headphone warnings, minor romance (eg. ships, crushes, nothing more), and maybe minor violence? anything like sensitive content, real romance, etc shouldn't be allowed. I don't get why people would make content like this on a website that clearly is directed to young children, with no privacy or anything. scratch team even had to make a NFE tag for projects so that people wouldn't just search up FNAF or any horror/bl00d stuff and see it, even if they aren't allowed to. This is a problem outside of Scratch, as some websites that need age restrictions don't have any, I'm not going to name anything but I think you get the subtext.
I believe that Scratch should make sure that ALL Scratchers know and are knowledgable about who gos on this website, what the rules are and more.
My solution would be to crack down on some restrictions, make them more clear, maybe even a popup that reminds people of the CG every now and then or at least a link on the home page.
I'm creating a draft of a tutorial thing for new scratchers that can include reading the CG, but i won't talk more ab it here, I'll make a topic in suggestions when I get to it

I think that tracing and recoloring are okay, as long as you credit the original person who made it. Yeah, recolors and traces are considered valid changes, while art theft (pretty ambiguous definition on Scratch tbh) is not allowed.
