It doesn't really make much sense since you are allowed to make hard projects

Actually, it's not a “real” report option

Try clicking on something like that or “I don’t like this project”, and see.

The options are there just to make sure that people don't falsely report the project because of something that isn't violating the Community Guidelines.
Choosing this option won't send you an alert, but it will just show that message.
