You can create a blank sprite, and then drop the backdrop on top of the sprite. Then delete the blank costume.

you just go to your backdrop, select it and copy and paste it in your sprite. note you need to do this with a blank costume

Also, if you drag a backdrop/costume onto the Stage or a sprite, it copies over (like this), and it still works in 3.0:

To do this, just go to backdrops/costumes (the tab), and drag the thumbnail from there onto it.
