Well, the Spamton NEO body is just a comedic reference to Mettaton. I mean look at the body before you insert the disk:

Defense being mentioned in one of the dialouges (“other” route) and not to mention it being highly reminiscent of Mettaton.
So it does lend Mettaton probably not being Mike. Although I wonder how that NEO body even managed to get there.
Although I really feel like Toby already dug a hole to have us turn 180 degrees into another whole deal ironically.

like i said, i believe that the body is a drawing that Mettaton did on one of the library computers of his ideal body, hence why it's in the library dark world

also random trivia, the pink and yellow on spamton's glasses are the exact shade from the mspaint colour palette. his red cheeks are also taken from there. the only colour on the regular spamton sprite that isn't on the default mspaint palette is his grey outline

Honestly is it just me or does Spamton referencing Mettaton feel so uncoincidental?
Jevil always felt familiar to me since Chapter 1, but I just can't remember who it's a reference to.

He looks like a generic clown
Purple and yellow is a common color scheme
The flowey/mcdonalds/Toby-fox-voiced-this- characher voice
Sharp toothy grin
Exact words deal with the devil
Off of the top of my head, some similar guys:
Dimentio from one of the Paper Mario games
The Snatcher from A Hat in Time
Probably many more??

while yes, snatcher for the physical appearance, i think he might fit more with spamton in terms of being the “funni lovable dealmaker guy”
