When I want to use that camera feature, something comes up that says “beta.scratch.mit.edu is requesting you use your webcam and microphone. If you click Allow, you may be recorded”. Would it actually record anyone? Because no info about that feature said it would record anyone. I'm just making sure so I'm safe!

No, Scratch would never do that That's just the default message for it, so it can use your mic and/or video camera for the project. You have nothing to worry about!
