Support, because even though “say” and “think” can do a lot, “shout” and “whisper” can make them even more dynamic.
Also, instead of just bold and italic, we should either have options or make shout big and bold, and whisper small and italicized.

Overall, my opinion is

Neutral. 0 shout. 100 percent whisper. Shout could create very sudden jumpscares. If paired with a loud sound.

Most websites like Scratch do this instead, so it’s easier for kids to use pre-made project assets and sprites.

Semi-Support.

An option to add these blocks would not harm the scratch interface. These blocks are tried and tested, and would bring a variety of text styles to the scratch editor. this would make scratch projects more real-life like, and bring reality to coding. But, as stated in the title and OP, this feature was there previously, and the ST had a reason to remove it. Overall, semi-support (75%).

You can just use a sprite to jumpscare if that's your thing. A troll project is a troll project.
