How does 'set effect to' work? After I put certain number, I see the color got changed. If I want the color to be red? how should I know which number should I input?

The values range fom 0-200, and changes the color relative to the default color, so something that defaults to red with a color effect of 100 would appear light blue, and a light blue sprite with a color effect of 100 would be red. It takes a bit to learn approximately what numbers yield what colors, but a bit of advice I can give you is to try to keep most things red if possible if you intend to change it's color multiple times.
As for changing the sprite to being red, that's relative to what color your sprite is by default.
Experimenting with this block is the best way to learn it!

The name is kind of hard to understand. If this makes it easier, think of it as a set hue block. Perhaps you have tried changing hue/saturation/lightness in an image editor. It's the same thing as hue.
